Sealed tenders are invited for the supply of Penetrative Captive Bolt Humane Stunner (imported) along with blank cartridges with the following specifications. The envelopes containing the tender documents should bear the superscription “Tender for the Supply of Captive Bolt Stunner with cartridges” and should be addressed to “Professor and Head, Meat Technology Unit, KVASU, Mannuthy, Thrissur- 680651, Kerala. The last date for receipt of tenders will be 07-10-2016 upto 2.00 PM. Late tenders will not be accepted. The tenders will be opened at 2.30 PM on 07-10-2016 in the presence of the bidders or their authorized representatives who may be present at that time at the office of the undersigned.
The tenders should be in the prescribed form which can be downloaded from the official website of the Kerala Veterinary and Animal Sciences University (www.kvasu.ac.in)
All the rules/regulations applicable to Government tenders will be applicable to this tender also. EMD and agreement in the Kerala stamp paper as detailed below should be furnished along with the tender. Further details, if any, can be had from office of the undersigned during working hours.
Penetrative Captive Bolt Humane Stunner (imported) along with blank cartridges
Specifications
· Penetrative Humane Captive Bolt Stunner (1 No.) for pre-slaughter stunning of heavy bulls and heavy water buffaloes.
· The bolt should automatically retract/recoil back into the barrel after stunning.
· The minimum penetrating length of the bolt should be 12 cm and velocity should be approximately 70 m/sec.
· The stunner should be compatible for use with blank cartridges of 6.8 mm diameter and 15 mm length
· The tender should also quote for Blank cartridges of 6.8 mm diameter and 15 mm length (total 10,000 nos) which should be compatible with the Captive Bolt Pistol quoted above.
· The cartridges should have charge level red with approximate net explosive quantity per cartridge of 0.36 gm.
· Cartridges should serve for the release of the bolt stunners. They should be made of a brass case with propellant and ring fire initiation
· Rates for the captive bolt stunner, blank cartridges and all the necessary accessories required for cleaning and maintenance of the Captive Bolt Pistol should be quoted separately.
TERMS AND CONDITIONS
1. The equipment prices are to be quoted in foreign currency only.
2. The tenders should clearly indicate the net cost of the equipment inclusive of taxes.
3. The firms who wish to contact for further details with respect to equipment can either call or visit the Department on any working day between 9 am and 4 pm from 26-9-16 to 1-10 -16 with prior intimation to the cell no: 09447382558.
4. The tenders should be in the prescribed form which can be downloaded from the official website of the Kerala Veterinary and Animal Sciences University namely www.kvasu.ac.in. The cost of tender form will be as follows:

The cost of tender form should be submitted by way of Demand Draft in favour of the Professor and Head, Meat Technology Unit, College of Veterinary and Animal Sciences, Mannuthy, Thrissur - 680 651 payable at the State Bank of Travancore, Ollukkara, along with the filled tender at the time of submission.
5. Each tender should be accompanied by an EMD of one per cent (rounded to nearest hundred) of the net quoted amount. The EMD has to be furnished in the form of Demand Draft in favour of the Professor and Head, Meat Technology Unit, College of Veterinary and Animal Sciences, Mannuthy, Thrissur - 680 651 payable at the State Bank of Travancore, Ollukkara. The tender should also be accompanied by an agreement in Kerala stamp paper worth Rs. 100/- as per format appended. Late and incomplete tenders and tenders without EMD and agreement in Kerala stamp paper will not be accepted.
6. Firms who are exempted from payment of EMD should furnish attested copy of the currently valid certificate from the Store Purchase Department, Government of Kerala.
7. Successful bidder on confirmation of the tender will have to furnish a Performance Security of 5 % of the total cost of the equipment and execute an agreement in Kerala Stamp paper worth Rs.100/-. Performance Security in the form of Bank Guarantee drawn in favor of Professor and Head, Department of Livestock Products Technology, College of Veterinary and Animal Sciences, Mannuthy, Thrissur - 680 651 is to be furnished. Performance security is to be furnished within 21 days of purchase order or supply of equipment, whichever is earlier. The performance security should remain valid for a period of 60 days beyond the date of completion of all contractual obligations of the supplier, including warranty obligations.
8. The exact specifications including details of make, model, name of manufacturer, length and velocity of the bolt, measurement of the compatible cartridge, quantity of the explosive contained in the cartridge etc. must be clearly specified. Copies of detailed technical literature and illustrated brochures of equipment tendered are to be furnished along with the offer. The operating manuals are to be supplied along with the equipment.
9. We are exempted from the payment of customs and excise duty for our procurements and hence prices quoted should be exclusive of these. Prices inclusive of sales Tax and installation charges if any may be indicated separately.
10. Details of warranty offered should be clearly stated in the tender. Period of firmness of the quoted prices should be clearly stated in the offer.
11. Withdrawal of tenders after its acceptance or failure to supply the equipment during the specified period or not according to the specifications will entail cancellation of the tender and purchase will be effected from elsewhere at the expense of the contractor. The successful bidder should supply the items at Mannuthy campus, Thrissur within fortnight from the date of supply order. Otherwise the items will be purchased locally or elsewhere and any loss incurred thereby will be payable by the defaulter. In such events, the University reserves the right to remove the defaulters name from the list of Kerala Veterinary and Animal Sciences University suppliers permanently or for a specified period.
12. The article should be of good quality, properly packed and in conformity with the item quoted in the tender. If the article is found to be inferior quality or not in conformity to the specification as per tender will be summarily rejected and the supplier will have to take back the material at his own cost within 15 days of intimation.
13. In case when the successful bidders having made partial supplies fail to fulfill the contract in full, all or any of the material not supplied, will be purchased by means of tender quotation or negotiation or from the next lowest tenders who had offered to supply already and the loss if any, caused to the University together with such sum as may be fixed by the University towards the damages shall be recovered from the defaulting tenderers.
14. Professor and Head, Department of Livestock Products Technology,College of Veterinary and Animal Sciences, Mannuthy, Thrissur - 680 651 reserves the right to reject any tender without assigning any reason thereof.
15. Late tenders and tenders without EMD and agreement will be summarily rejected. All rules pertaining to Govt. tenders will be applicable to this tender also.
* The rate quoted should be for onsite delivery (FOR destination), installation and demonstration of the equipment. The payment will be effected through foreign DD which will be released after successful demonstration of the equipment.
Note:
1. The warranty period for the equipment should be for a minimum period of five years from the date of installation, unless otherwise specified
2. The company should not have been black listed by any Government organization.
3. Client list should be enclosed along with the offer
4. Validity of the limited tender should be for 1 year
5. Authorized dealers should ensure prompt servicing of the equipment
6. Bidder should have a local support office in India for immediate support
7. The manufacturer should be in the same business for the last 5 years.
